Here is a link to a video from 2011 showing the balloon setters in action. This was very early in the development.

Then when the ride is complete, they add up any balloons that were left standing.
Then the ring master presses the button on the remote to set the course “Red”, signal light tower to red.
Then the ring master presses the “Set 10” button on the remote to signal all of hte balloon setter pods to set a new balloon.

The “Set 10” button can be used even if any balloons were left standing. Each pod can sense if the balloon is still present and does not waste a balloon by cycling a new one, it simply ignores the set command.
